Both plugins need to be active on the same WordPress site. aThemes Starter Sites registers its own abilities; this plugin discovers and governs them.
In Agent Abilities for MCP, open the Bridge tab (labeled "Other plugins" in the admin). Abilities from every registered plugin appear there, grouped by the plugin that registered them.

Conditionally. Both abilities register into the core Abilities API with explicit readonly/destructive annotations, but registration itself is gated behind two filters that default to false, so the Bridge only sees them once the active aThemes theme turns that filter on.
The atss_abilities_enabled filter must be set to true (default false) for list-sites to register at all.. The atss_abilities_allow_writes filter must additionally be true (default false) for import-site to register..
